Abstract

ABSTRACT
This study aims to: (1) determine the factors causing that in some coastal areas of Nusa Penida
yet to activate the role of women in the management of mariculture productively; (2) to

form of codification of customary laws that accommodates aspirations of coastal women; (3) to

bahari.Metode ecology and design research is the design of an integrated simulation system

ABSTRAK
Penelitian ini bertujuan untuk: (1) mengetahui faktor penyebab bahwa di sebagian wilayah
pesisir Nusa Penida belum mengefektifkan peran wanita dalam pengelolaan budidaya kelautan
secara produktif; (2) untuk mengetahui upaya aparatur adat Nusa Penida terkait melakukan
upaya legitimasi secara formal dalam bentuk kodifikasi peraturan adat yang mengakomodasi
aspirasi wanita pesisir; (3) untuk mengetahui wujud human resource managementwanita pesisir
Nusa Penida dalam menunjang ekologi bahari.Metode dan desain penelitian berupa rancangan
pemodelan sistem simulasi terpadu, serta berbagai indikator human resource management
seperti softskill dalam pelestarian lingkungan yang terkait dalam sistem yang memberikan
dampak terhadap penataan kembali ekosistem laut seperti terumbu karang.Implikasinya segala
bentuk tata kelola usaha, pemasaran, dan penciptaan produk industri rumahan dengan mengambil
bahan baku dari laut dapat dilakukan dengan ramah lingkungan. Analisa sistem terpadu didasarkan pada penentuan informasi yang terperinci yang dihasilkan selama tahap demi tahap

proses. Tahapan analisa sistem terpadu meliputi : kebutuhan dasar, analisa kebutuhan,
persyaratan kebutuhan, formulasi kebutuhan, identifikasi system, input output serta rekayasa
awal model dan diagram alir diskriptif. Hasil penelitian, yaitu: (1) Pengembangan kawasan perairan
termasuk pertumbuhan ekonomi masyarakat membutuhkan pemahaman mendasar mengenai etos
kerja sebagai dasar dalam menentukan arah kebijakan program dan implementasi sehingga
program dapat berhasil. Besarnya peranan wanita bidang pengelolaan sumber potensial kelautan
dan bidang ekonomi tidak secara otomatis membuat wanita pesisir Nusa Penida memiliki
kesetaraan yang sama dengan kaum laki-laki. (2) Keberadaan aturan serta kepatuhan terhadap
aturan tersebut akan mendukung pengelolaan kawasan konservasi perairan berjalan dengan baik.
Semua perencanaan dan desain pengelolaan kawasan hanya akan berjalan efektif jika ada
kepatuhan terhadap hukum. (3) keberhasilan peran wanita dalam pengembangan human resource
management didalam program pembangunan kemaritiman, tercapainya sasaran terhadap
pembangunan kelautan, kepuasaan dari berbagai pihak atas dibangunnya dermaga baik dari segi
pembangunan, keberhasilan, maupun dari segi pemanfaatan, seberapa besar pengaruh dermaga
terhadap kehidupan masyarakat pesisir di sekitar dermaga kapal.
